UofL among nation’s top public and best value colleges

The University of Louisville earned a spot on the Top Public Schools list, ranking among the leading 100 for the third-consecutive year. UofL is Kentucky’s best value school among national universities, according to U.S. News & World Report's 2027 rankings. 

The Cardinals led the state on both Best Value (national universities) lists – one ranking value for all students and one for Kentucky residents – and placed among the top 100 nationally. 

The Best Value ranking weighs academic quality against what students actually pay after need-based aid, not the tuition price a university advertises. It also factors in how many undergraduates receive need-based scholarships or grants and how much those awards reduce the total cost of attendance. 

"Every student deserves the opportunity to earn a high-quality education without affordability standing in the way," said President Gerry Bradley. "At UofL, we are focused on creating that opportunity through strong academic excellence, financial support and programs that help students see a UofL education as an investment in their future." 

Making education more accessible 

UofL has made affordability a priority, expanding access to scholarships, grants and other programs designed to help more students earn a degree while limiting financial barriers. 

The university's Cardinal Commitment Grant covers the gap between a student's existing aid and the full cost of attendance. Every first-time student who is a Kentucky resident, has been accepted to UofL and has demonstrated financial need through the Free Application for Federal Student Aid qualifies automatically. There is no separate application.  

In fall 2025, 18 percent of Kentucky residents who were first-time, full-time students received a Cardinal Commitment Grant, helping 430 students enroll as Cardinals. 

Students from outside Kentucky can access an affordable UofL education through the Border Benefit program, which lets residents of select bordering states and metro areas attend at in-state tuition rates. The program has expanded in recent years to include Illinois, parts of Indiana not already eligible for in-state tuition, Missouri, Ohio, Tennessee, Virginia and West Virginia. 

For MiaBella Panozzo, a first-year nursing student from Illinois, the Border Benefit made UofL the right choice. 

"I chose UofL because it felt like the perfect place to continue my education because of the welcoming campus and the school culture here," Panozzo said. "The Border Benefit scholarship helped me pick a college that I was really excited to attend and also not have to stress about the financial burdens." 

National recognition 

The Best Value ranking adds to a run of national recognition for UofL. U.S. News has again placed the university audiology program No. 31 nationally along with recognizing several other graduate programs. 

UofL also was named the highest-ranked Kentucky public university on Time's inaugural list of America's Best Colleges, and USA Today included it among the most affordable schools in the Atlantic Coast Conference. 

UofL is the only university in the commonwealth – and one of only 13 in the nation – to be classified by the Carnegie Foundation as a Research 1, Opportunity College and Community Engaged university. The Opportunity College designation recognizes student access and outcomes, including high earning potential.
